Regional School District #19 is committed to honest budgeting, responsible spending and financial transparency. In this spirit, the District has partnered with OpenGov to provide residents and stakeholders with the financial transparency portal OpenGov. The portal is designed to bring visibility, openness, and accountability to our operations.

OpenGov provides you the opportunity to view, filter and analyze revenue and expense financial data for Regional School District #19. You can even download the data in MS Excel for offline analysis.

What is OpenGov?

OpenGov provides access to the financial data for Regional School District #19 (E.O. Smith High School). Financial data on day-to-day costs, funding sources, capital projects and debt is available for this agency.

How do I select the data I want to see?

To focus on specific data — like a fund, department, expense type, or any combination — use the menu on the left side panel. The “By” drop-down allows you to specify which breakdown you want the graphs and table rows to represent on the graph. You can analyze the expense and revenues data by fund, department, or type.

Can I select more than fund or departments?

Yes. Use the Data Filter on the left side panel to make specific selections within the data. The Data Filter shows you the hierarchical relationships of Funds, Departments, and Account Types. You'll notice the title of the graph you are viewing on top along with the account type selector. You can use the filter to see the data of most interest to you.

How do I see that actual numbers within the graph?

Hover over any area of the graph to see the actual or budgeted amounts for that period. Or, just scroll down to see a table with detailed information.

Can I see the data in a different graph?

In the upper right hand corner, you will see options for the different graphs and tables. There are five graph types overall: an area graph, an area graph by percentage, a line graph, a pie graph, and a bar chart. There is also always a table view below any chart or graph. The table allows you to zoom-in on the detailed financial data selected in the chart or graph above.

Why are there sometimes spikes in one year?

In reviewing multiple years of data, you may see "spikes" in the individual years; this can be due to unexpected expenses, such as a hard winter, equipment failure, a capital project, or a specific event that required additional funds. You can drill-down into our OpenGov site to learn more about what exactly those expense or revenues are categorized.

Can I save the data I am looking at?

Yes, there are Share and Download buttons in the upper right corner. You can share any view on a social network or by email. There are also options to download the displayed data in .csv spreadsheet and .png image formats.

Help Guide

Here are some general tips on how to use OpenGov:

  • The portal allows you to explore budget and historical finances in a simple graphical user interface.
  • You will notice the title of the chart or graph you are viewing on top along with the account type selector. You can use the filters to see the data that is of most interest to you.
  • To focus on specific data – like fund, department, expense type, or any combination – look to the left and use the menu on the side panel. These selectors allow you to specify exactly what breakdown you want the graph or table to represent. When you select “Filtered By” the data filter pops up and allows you to turn on or turn off selected filters for that category – funds, departments, expense type.
  • Keep in mind that some departments or expenses only receive funds from specific funds – if the department or expense is not funded from a particular fund, it will be grayed out.
  • There are five different types of visual representations of the data – an area graph, an area graph by percentage, a line graph, a pie graph, and a table. You can change your view by type at any point by simply selecting the different type of representation. The data will automatically convert. These functions are on the top right.
  • You can also download the data into a .csv spreadsheet and .png image.
  • You can share the data (any view of the data) on a social network or by email.

General Information about Region 19's budgets:

OpenGov includes multiple agencies and reports financial data using fund accounting. A fund is a self-balancing set of accounts, segregated for specific purposes. The funds for the District agencies are accessed from Filtered By – Funds as follows:

  • Region 19 Board of Education Funds
    • General Fund (Region 19). This is the primary operating fund for Regional School District 19 (EO Smith High School) and accounts for all financial resources except those that are required to be accounted for in another fund. It is legally adopted at the Region’s annual budget referendum.
    • Debt Service Fund (Region 19). This fund is used to account for the money used to pay principal, interest, and related costs of the general long-term debt of Region 19.
  • Capital Projects Fund (Region 19). This fund accounts for the financial resources to be used for the acquisition or construction of major capital projects and facilities.
